Don't halt harvester car when the harvester stops.

- [ResponderModifier] cRespHrvstrStop - remove forced halt to the
  harvester car. The python script controls when the car stops.
  Unconditionally forcing it to stop will prevent script controlled
  actions from completing, causing state desynch.
